Golf balls and Hooters at Denver Water

What do Hooters and golf balls have in common? Both are included in Denver Water 2009 expenditures according to a CALL7 Investigates report.  While Denver Water is trying to justify a proposed rate hike, the monopoly also is having to justify reckless spending such as:

$11,000 to sponsor Denver’s Dragon Boat Festival
